Job Description
PURPOSE AND SCOPE:
The Senior Internal Auditor plays a critical role in safeguarding the integrity, accountability, and efficiency of Lone Star College's operations. The Senior Auditor will apply advanced knowledge of auditing standards and higher education operations to evaluate governance, risk management, and internal controls, ensuring compliance with applicable laws, regulations, and institutional policies
This position will be responsible for providing independent and objective assurance, consulting/advisory, and fraud investigative services for LSC. Responsibilities may also include the design and execution of data analytics in support of the internal audit activity. The Senior Auditor position has high visibility and exposure within LSC and is directly accountable to the Chief Audit Executive. While the position will not directly supervise other employees, the incumbent will supervise the work of an auditor for assigned projects as needed.
ESSENTIAL JOB FUNCTIONS:
- Performs internal audit projects in accordance with professional standards and adheres to departmental policies and procedures:
- Plans engagements appropriately, including determining the objectives, scope, and criteria. This requires familiarity with the auditee's operations, identifying areas of greatest risk or significance in those operations, which will define the scope of the audit, and developing an appropriate professional approach for examining those areas selected for review.
- Gathers sufficient, dependable, and relevant evidence from individuals or systems and analyzes the information/data so that conclusions can be reached.
- Designs and executes data analysis and similar activities to support audit projects
- Perform and review the testing of transactions (utilizing automated and/or traditional auditing methods) and analyze results to identify the themes and underlying root causes.
- Documents the conditions noted and the related findings.
- Develops actionable recommendations for improvement, compliance, or resolution, prepares audit reports.
- Uses best practices and knowledge of internal or external business issues to recommend process improvements.
- Monitors the day-to-day progress on work assigned and proactively keep the Chief Audit Executive, or Senior Manager updated on the status of work.
- Communicates or assists in communicating the results of audit and consulting projects through written reports and oral presentations to management.
- Assists in data analytics to support internal audit activities in one or more of the following:
- Designs and executes data mining, analysis, and continuous monitoring activities in support of audit projects.
- Participates in the development of a data analytics program including the design and implementation of appropriate tools and technologies.
- Identifies opportunities to enhance the use of data analytics throughout the audit process.
- Identifies and helps in the development of training programs to assist the team in the use of computer-assisted audit tools.
- Builds strong relationships with information technology teams to facilitate successful data extraction, mining, and analytics activities.
- Follows up on the status of management action plans.
- Maintains proficiency in audit standards, policies and procedures and remains current with the ever-changing audit profession, including new approaches to evaluate and report on issues related specifically to colleges.
- Maintains current knowledge of relevant higher education, regulatory and industry information, and accounting and auditing standards and pronouncements.
- Creates and maintains a professional, independent, and objective image throughout LSC.
- Develops and maintains positive working relationships with auditees and consulting clients; provides weekly project status updates during fieldwork and communicates issues as they arise.
- Oversees and directs the activities of other auditors as assigned, and acts as a resource for colleagues with less experience.
- Responsible for other reasonable related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Excellent analytical, communication and report writing skills
- Advanced knowledge and practice of the governmental accepted auditing standards (GAAS), International Professional Practices Framework, accounting and auditing pronouncements, the Committee of Sponsoring Organization (COSO) internal controls framework , and fraud deterrence guidance
- Knowledge of laws, regulations, or standards that affect students, employees, or vendors, including Control Objectives for Information and Related Technology, Project Management Body of Knowledge, federal and state laws, regulations and rules, and various government and higher education industry standards or better practices
- Knowledge of and skill in using information technology hardware/devices, Microsoft products, and project management tools, and knowledge of and skill in using data mining/analysis software to extract, analyze, and report information
- Knowledge of how routine business processes should be integrated with enterprise resource planning (ERP) and administrative system functions, such as PeopleSoft etc.
- Interpersonal skills to achieve desired outcomes with the LSC staff, faculty, and leadership at all levels, as well as with students, vendors, and other external agencies, etc.
- Skill in identifying problems and formulating actionable recommendations for process improvements or for problem resolution
- Ability to work collaboratively with internal and external contacts, utilizing excellent interpersonal and communication skills
- Excellent negotiating, advocating, and verbal and written communication skills; skill in conveying technical information to non-technical individuals
- Skill in using project management methodology, business process analysis, mapping, and documentation
- Must have the ability to influence and advocate recommendations to management for the areas examined
- Ability to display personal initiative and to adapt, handle multiple priorities, and meet deadlines
- Ability to network with a broad range of external peers
- Ability to handle sensitive, confidential information dealing with students, employees, and vendors
- Ability to work independently and in a team environment
- Ability to display work habits/characteristics supportive of collaborative work efforts and a collegial atmosphere
PHYSICAL ABILITIES:
The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as classrooms, offices, meeting and training rooms, and libraries. This requires use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is lighted, heated, and ventilated.
WORK SCHEDULE AND CONDITIONS:
- Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment
- Interface with internal and external contacts as needed to carry out the functions of the position
- Work is performed in a climate-controlled office with minimal exposure to safety hazards
- Position will be based at the System Office and will also require travel to LSC campuses
REQUIRED QUALIFICATIONS:
- Bachelor's degree and at least 5 years of related experience
- Bachelor's degree in Accounting, Business, Finance, or a related field
- Certification in one of the following: Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Government Audit Professional (CGAP), Certification in Risk Management Assurance (CRMA), Certified Fraud Examiner (CFE), or Certified Information Systems Auditor (CISA)
PREFERRED QUALIFICATIONS:
- Master's degree in Accounting, Business, Finance, or a related field
- Experience with internal auditing in a higher education or government environment
- Certification in more than one of the following: Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Government Audit Professional (CGAP), Certification in Risk Management Assurance (CRMA), Certified Fraud Examiner (CFE), or Certified Information Systems Auditor (CISA)
Salary
Hiring salary range is $77,356-$92,800
Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
